It's all about the HTML:Minimal Structure

      "http://www.w3.org/TR/html4/strict.dtd">
      <html>
        <head>
            <meta name="description" content="Page Content described">
            <title>Page Title</title>
        </head>
        <body>
            ...
        </body>
      </html>

<!DOCTYPE- this should appear at the very beggining of the HTML/XHTML

document.
